Duration: One-year fixed term, up to 30 hours per month (Level of Effort)
Citizenship: Open to Tanzanian citizens currently residing in or willing to relocate to Dar es Salaam at their own cost
Languages Required: Fluent in English and Swahili

About the Project

The Field Support Services Project (FSSP) in Tanzania, funded by Global Affairs Canada (GAC) and implemented by Alinea International, provides strategic technical and logistical assistance to enhance Canada’s development cooperation in Tanzania.
The project supports programming aligned with Tanzania’s national priorities and Canada’s Feminist International Assistance Policy (FIAP), focusing on areas such as environment and climate change, education, health, gender equality, extractives, infrastructure, communication, public finance, and results-based management (RBM).

Position Overview

The Extractives Technical Specialist will serve as a consultant under FSSP Tanzania, providing high-level technical expertise to Global Affairs Canada (GAC), the Government of Tanzania, and other stakeholders involved in the extractives sector.

Key responsibilities include:

  • Providing policy and technical advice related to Tanzania’s extractives industry.
  • Supporting Canada’s policy engagement and programming in the extractives sector in Tanzania and the broader region.
  • Strengthening partnerships between GAC, government institutions, and development partners.
  • Monitoring and analyzing trends, strategies, and policies related to extractives governance and sustainability.

Key Responsibilities

  • Gather and share up-to-date information on Tanzania’s extractives sector, including policy developments, industry trends, and stakeholder activities.
  • Conduct research and prepare analytical reports, briefs, and presentations on extractives-related issues.
  • Maintain strong relationships with government officials, civil society organizations, private sector actors, and development partners.
  • Participate in technical forums, working groups, and coordination platforms related to the extractives industry.
  • Contribute to strategic planning, project pipeline development, and monitoring and evaluation activities.
  • Support event organization, including preparing briefing materials and coordinating with stakeholders.
  • Perform other relevant duties as required to advance GAC’s engagement in Tanzania’s extractives sector.

Required Qualifications

  • Master’s or Doctorate degree in Natural Resource Management, Extractives Policy/Regulation, Economics, Political Economy, Business, or a related field.
  • Minimum of eight (8) years of professional experience in Tanzania’s extractives industry at a managerial, policy, or business level.
  • Deep understanding of:
    • Tanzania’s mining governance and institutional frameworks
    • Extractive industry legislation and policies
    • Environmental, Social, and Governance (ESG) standards
    • Mineral value chains and market dynamics
    • Artisanal and small-scale mining (ASM) practices
    • International mining standards and emerging trends
  • Excellent research, analytical, and report-writing skills.
  • Proven ability to engage effectively with government agencies, development partners, and civil society organizations.
  • Strong interpersonal communication and collaboration abilities.
  • Proficiency in both English and Swahili (spoken and written).
